The 20-year-old has penned an 18-month deal at Oakwell after the two clubs agreed an undisclosed fee earlier today.
Speaking to barnsleyfc.co.uk, Charlie said, "I'm happy to finally sign and I'm looking ahead to my new career.
"I have a few roots here so it's nice to be up north and in South Yorkshire.
"I'm a box-to-box midfielder and want to help create and score goals. I just can't wait to get on the training field and show the coaching staff what I'm about."
Bobby Hassell, Head of Academy Recruitment, said "Charlie is another good, young player to add to our Under 21s group.
"We really like what we've seen of him so far and he'll add strength to our development group.
